SillyDog701: Message Centre registration process updates

In order to combat spammers and spambots, we have no choice but need to change the registration process a bit. All new members must agree to our rules and policies and state he/she is not a spammer. This change shouldn't affect any new members signing up.

We always welcome new members. As a bonus for registered member, registered members will see be less advertisments.

Recently, we introduced registration for posting comments in our website.
