The ASP.NET Machine Account is a limited-rights user account that ASP.NET server-side applications run under, in an effort to minimize the security threat created by using server-side processing.
On XP Home, it's safe to get rid of this, with one exception: if you disable it, don't plan on using any sort of ASP.NET-capable server that makes use of Microsoft's .NET runtime (as opposed to its own runtime). .NET compiled applications should run fine.
On XP Pro, I think this can cause problems with IIS 5.1, if you have it installed.
If I'm not mistaken, you can recreate the account by running the aspnet_regiis command from your .NET Framework folder ([tt]%SystemRoot%\Microsoft.NET\Framework\v2.0.50727\aspnet_regiis.exe[/tt]).
