It is working ok, now. I had uninstallet NS4.8m but I still have OE6.0, and I imported all the mail from OE, which ended up in an "Imported Mail folder associated with Local Folders, but, now clearly in an Outlook Express folder.
I am sure that I can get the 4.8 files, although, I have uninstalled the program, so, I cannot do automatically.

Your comments about the pop/smtp folders were spot on. I deleted everything except pop3.isp.net and smtp.isp.net, and everything is still working fine. So, now I'm back to the original question: how to import the old e-mail files into the Local Folders.

Sometimes, things can get really crazy, and you wish that you did not do it.
As I said before I installed 6.2.3, with nothing but trouble. I can't even uninstall the beast.
But, going to your issue, I had mentioned being able to important Outlook Express mail in the Local Folders, but I could not do the same with NS4.8.
There is a simple reason, I had uninstalled 4.8, although the Profile is there.
It is best to rename the Inbox (or Sent files) from 3.0 or 4.x, and copy the renamed file, and paste it in the folder of your choice. I never even look into the Local Folders, but I am sure that it can be done. Do all the work from Windows Explorer, with Netscape closed.
You may end up getting the moved file into subfolders.
If you have 4.x installed, there is no problem. File|Import|Mail| select NS4.x
