add an executeable link to the "personal tool bar"

Is there still a way to add an executeable link to the "personal tool bar" (ie: start a programs like trillian and netscape radio by cliking on link with-in mozilla).

i've tried to search the net but no luck too much junk to filter thru.
you used to be able to do it by calling a .bat file that started the program when clinking on a bookmark link but i cant remember how to do it
