I will start with the last question. If they can they will do it. There may be problems if you use a different IM, in presence of AIM. Otherwise, some people do not like to see something which they did not ask for. And, AOL is infamous for dropping off things. In fact, some people cringe at the fact that there is a line with Account, called Webmail. It does absolutely nothing unless you click on it, but it is the principle. I have tunnel vision of sorts, and I don't waste time on this pettiness.
AIM is essential if you want to set up your Netscape Webmail(see above), or to access AOL mail outside of its crummy IE-based program.
I do not know what e-mail you are referring to, which charges $9.95. Everybody started doing it to set up your mail as a POP account. Netscape will not answer unless you pay. That's why there are sites like this.
Now for your question on Netscape mail. I assume that you are talking about Webmail, and not an account which is not Netscape. I don't have a clue on how to do it in AIM/NIM, because I don't want to be bothered, and IM does not come up, but I can tell you how to set up Netscape Webmail.
You can start from the Mail and News Wizard, or clicking the Webmail thing on your mail list. You do not have to anything else to set it up other than entering your username. The only mysterious thing is that you must use your IM password to get your Netscape Webmail.
If you meant something else, please specify. It can get very confusing.
