I downloaded the 16bit version of IE3.0 for Windows NT3.51.
Windows 2000 will not allow the 32bit version of IE3.0 to be
installed, as the pre-installed IE5.5 is really only the IE4.0
codebase with a few added extras and lots more bloat!

Then how do you get Windows 2000 to run Win-16bit application? I thought it is totally unsupported.

Also, isn't WinNT 3.51 a 32-bit environment?

The installer does give a warning, but it asks if you wish
to continue with the installation. As for Windows NT3.51,
that was the forerunner to NT4.0, and had an interface
similar to that of Windows 3.1 and 3.11 for Workgroups.
It was therefore an entirely 16bit version of Windows.
Windows NT4.0 was the first 32bit version of WinNT,
and was the first NT release with a Win95 style GUI.

So Windows NT 3.5.1 looks like Windows 3.1x?

Haven't been used Windows 3.1x since W95 came out.

Despite what I said before about this
particular version of Windows being
a 16bit OS, according to the article
at the URL above, it's 32bit OS, but
with a Windows 3.x look that makes
it look like a 16bit OS.

Now I'm not entirely sure exactly HOW
many bits make up Windows NT 3.51!
I'll have to look it up on Microsoft's
website, if I can find the time to
trawl through all of it!
