I am unable to access secure websites. I get a message saying my conncection has been refused. Periodically, it will be fine, and it will go through, but this is rare. I have tried messing with the security settings, but have gotten no where.

I am extremely frustrated and am about ready to go buy a new computer!

Message from where?
From Netscape? or from any pop-up window? or from your firewall?

OR
Just a message from no where? (some kind of spyware, adware, or just junk?)

i'm pretty sure it is a netscape popup. it says 'aler' in the title bar.

"connection refused when attempting to contact ...."

it does that for all https:// websites

Do you have any firewall installed?

Or do you access internet through any proxy server?

Try to enable Port 443 for secure connection (https)

you know what... i'm not sure. i have a dsl connection at home. i am inclined to say that I don't have a firewall. i think i just have a straight up internet connection

Please check if your Port 443 is disabled or blocked.

It might be blocked by either Windows or firewall (you said you don't have) or whatever?

i have a direct connection, no proxies, no ports listed

do you have any anti-virus or firewall installed?
such as Norton Antivirus, Norton Internet Security, ZoomAlerm or similar?

Is that only one (or few) particular secure sites or a lot of them.
For some webpages, the secure version simply does not exist.

Additionally, it might help narrow it down if you tell us whether or not you can access secure websites (https://) using another browser such as Internet Explorer.

You need to answer Antony's question also.

Since this seems to be a Windows issue involving both IE AND Netscape on a DSL connection you might be better off posting a new question with complete information in the Windows forum here. You could also check your DSL provider's support site for help with firewall and connectivity issues.

From your useragent string, I assume you use Windows XP.
It might be that you are not the admin of Windows XP, but either way, Windows XP has its built-in firewall support. And since you can't access to any secure websites, I doubt that the port 443 has been blocked by either Windows XP or firewall software, or even your cable/DSL modem.

I have Norton Internet Security installed, to answer a previous question.

i run windows xp.

I can't access my credit cards or bank information because of my inability to view secure websites.
