Cannot view all Programs.

I have too many Programs, no doubt, in the list from: Start/Programs.
There may be as many as four columns, and there is room for about 2.15 of them. Any way to force Windows to force scrolling from two visible columns, or any other way to see them at that location?

Well, it depends on your Windows version (I am not 100% sure about this.)
You can have Programmes with fully expanded out or the IE4/Win98 introduced scrolling.
My suggestion... reorganise your programme lists by using (sub) folders.
