Confusing MSI

I've just reformatted my hard disk.
When I wanted to install MS Office 2000,
Appears a message box saying

"Installation of System Software Installer SHIP
Error creating process <C:\Windows\temp\IXP000.TMP\msiinst.exe /i instmsi.msi
REBOOT=REALLYSUPRESS /q>. Reason: %1 is not a valid Win32 application."

The same thing appears when I tried to install Borland Delphi.
What's wrong with this?
I've downloaded Msi 1.1 and it also failed to install (with the same message box appears)

Please help me with my problem. Thanks in advance.

I did a quick search on the Microsoft FAQ for Win 98, and it is not much help. It iis like looking at a medical dictionary, and you realize that you may have every ailment ever described.

Actually, I wonder if you tried the installation in Safe Mode. For some strange reason, I could not install one simple program, and it worked in safe mode.
Another possibility, which the path given by you reminds, is that I have similar path, while installing AOL 8.0, and every one of the twenty or so beta versions which followed it. In my cae, I do not get a message, but the installation freezes part way. No one at AOL had a clue. So, I proceed it to Control-Alt-Del, selecting one of three or four newly appeared processes.
All but one kill the installation, except for one, which has to do with installation of Macromedia Flash. So,when I selected it and CAD once, I saw this Insert Disk in the Quick Launch toolbar. I clicked on it, and it showed a path including the same TMP folder as you have. I clicked ok, and the installation proceeded flawlessly. I have ample opportunities to see that flash.ocx, a vital file could not be found. And, then it was found. So, I may have an installer problem, but not as bad as yours.
In addition, I found out that my McAfee AntiVirus needed an installer for the Windows Installer. The version was 1.2.1827. I would think that 1.1 is not current. Try to look at the FAQs for Windows 98, if you have it, and look for "installer of windows installer." My file is instmsia.exe of about 1.5 MB. Good luck.
