Computer: Athlon XP 1.47GHz. O.S. Windows98 SE installed
by the retailer on a 40GB hdd, single disk (partition). I recently
Installed a second identical hard disk and partitioned it into 3
primary partitions using Norton’s Gdisk. Windows98 was installed
on P1 of this disk and works fine. I have a DOXport 1110 cable
modem installed (USB) on Windows98 of the first hdd that is fully
operational. Problem: When attempting to install this same modem
on Windows98 of hdd2, this message is displayed: “Windows was
unable to locate a driver for this deviceâ€

You're running Windows 98 on a 1.47ghz? NT/2k/XP will easily give you more performance on that kind of machine, that's all.

Make sure all your cables are plugged into the cdrom drive in the case, or just download the driver from the guys who made the modem website (US Robotics etc).

"Unable to locate a driver for this device" in Windows98.

I later discovered that if the driver does not have a Windows logo approval,
the above message will be displayed (and nothing else to give you a clue).
