I believe most modern OSes no longer sort based on ASCII scancodes, and instead go in blocks - symbols, numbers, then letters. This is so that when you sort letters, the case doesn't matter - A and a will both sort before B.
You could always try experimenting with non-printing characters as well, such as scan code 255, which would logically come last if it is organized in such a way.
