You can't keep Firefox pre-loaded in memory. Why would you want to? It loads basically instantly on a modern computer.

Yes, you can move the "new tab" button. You can move all that stuff around by going View -> Toolbars -> Customize Toolbars whilst in Firefox.

I, never, even used the New Tab button. It seems to be stuck to the Menu (Top) toolbar.
As for loading faster, it would be nice if the feature existed, because, depending on the number of extentions, Tab and size of the bookmark folder, firefox may take up to 30 sec. to load. I have added -turbo to the shortcut icon in Properties|Target| one key board space in front of the -. I don't see the icon in the Taskbar, but it seems to load faster.
The location of anything is dictated by the developers. For instance the Foxy Tunes extention goes to the status (bottom) toolbar, and if there is anything else it will be contracted. Then it can be placed into any toolbar where there is space, but as soon as FF is restarted it will go back to the Status bar. The Forecastfox extention can be placed anywhere, and will stay there, but it limits the information.
By the way, I use File|New Tab which is quite convenient, and less cluttering.
