Ellen, no one would know how to deal with this, unless you would know what files are about. Your 4.51 will have one file with no extension and one with an extension. Only the one with no extention contains your messages. The .snm file has the headers, and, it would be pointless to have a header file pointing to nowhere. So, the .snm file should be ignored. You need to copy the Inbox, Sent, and that's about it from the 4.51 user profile folder/Mail to the counterpart in WinXP. The Netscape 7 profile are placed, by default (whose fault?) in Documents/name of registered XP user/Application Data/Mozilla /Profiles/profile name/blahblah.slt/Mail.
If the e-mails are in folders named differently than Inbox, there is no problem. Otherwise the 4.51 Inbox will overwrite the 7.0 Inbox, and it probably does not matter. So, find the folder, and Copy from 4.51, and Paste to 7.0. Copy is safer than Cut, because things that you cut have ways to disappear. Personaly, I set up my 7.0 with the same settings as in 4.51.
