How do I set up a web server at home?

I know I have web servers hosted by companies, but how do I set up a web server using one of the computers at home? As in, I can access it in house as well as accessing it from outside preferably not using IP address as I don't have fixed IP address from my ISP.

Anyone know where I shall get started?
