Inserting Code Into Uploaded Content

I am curious regarding how to upload content to a server and have HTML automatically inserted into the uploaded files (if they are HTML).

So say you upload.
a.html and it contains

happy went to dance


the server would automatically insert code making a.html become

happy went to dance

[server side inserted content]
UserAgent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8) Gecko/20051111 Firefox/1.5

Apache Simple Headers/Footers Rotator looks like it may suit your needs.
UserAgent: Mozilla/5.0 (compatible; Konqueror/3.4; Linux 2.6.11-1.1369_FC4; X11; i686; en_US) KHTML/3.4.0 (like Gecko)
