Hi James,
Ksclockf.ax is in the driver11.cab
If your Win98 CD is a System Restore CD, then the cab files are probably
already on the hard drive under a folder like C:\Win98 or
C:\Windows\options\cabs.
Ksclockf.ax belongs in the C:\Windows\system folder, you can use SFC to
extract it. See this page for details on extracting single system files:

I checked the Windows 98 Second Edition CD-ROM Directory Listing (3 of 14)

and the file IS in the Driver11.cab File, as the above posting mentions..
