Has anybody compiled a list of all of the custom tweaks that can go into the user.js or prefs.js for NS 4.x and NS7.0 (for example, a line something like "user_pref("mailnews.start_page.enabled", false);")?

If not, is there a list of the functions or toggles that can be controlled via prefs.js/user.js?

There is no definitive list, however there are some small ones online... all you need to do is search for them. Also, there are some pref managers at Mozdev.

For a list of all available preferences in Netscape 7.0/Mozilla 1.0+, look at about:config. This doesn't provide much help on what they do, although most are pretty much self-explainatory.
