I seek some info on Linux, is it genuine you can alter your IP if you have linux??? how often does it coast?tell me some better and terrible things about it??? is it a software or hardware???? I wud recognize it if any TECHI individual would give me some info about Linux

No, you can't change your IP if you have Linux. Linux is an operating system. For more information about Linux, please read this thread.

I agree with you that we have no permission that we change Ip address if we use linux..

You can change the IP address on your internal network, but the actual IP address that your Internet provider gives you, cannot be changed.
