Mac OS 9 cannot find modem

Mac OS 9 cannot find modem

I have a slot-loading Tangerine iMac G3 which I recently bought off Ebay. When I tried to set up my internet connection, the Mac OS seemed to be unable to find the modem. This was running Mac OS 9.1, so I upgrading to Mac OS 9.2, but this still made no difference.

How can I get the Mac OS to recognise the modem? Would upgrading to Mac OS X correct this problem? I don't really want to do this, but I will if I have no other option.
