I've had this problem through several builds of Mozilla and Netscape.
I recently contacted WinZip here is the correspondence.

Sorry to hear of the difficulties; Note that the MAPI dll file included
with Netscape 7 and the current Mozilla releases have a flaw which would
cause that behavior.
When using Netscape's Mail program, the message is created, you can see
a Zip file in the Attachments window of the message, but the Zip file
does not exist on the hard disk. When you try to send the message you
get an error message:
Sending of the message failed. Please verify that your
Mail & Newsgroups account settings are correct and try again.
The MAPI dll include with Netscape is exiting and returning control to
WinZip before the user sends the email message. As a result WinZip
deletes the file thinking the application is done with it. The only
solution would be if there were a setting in Netscape that prevents MAPI
from exiting before the user clicks the send button. Unfortunately, we
were unable to find any such setting.
A message to Netscape Support regarding possible MAPI settings has gone
unanswered.

Email Client Mozilla 1.6
Zip file is created, Mozilla maol opens with a new message and the Zip file is listed as an attachment,
When I go to send the Email I get the message
"Sending of message failed. Unable to open the temporary file C:\WINDOWS\TEMP\WZZM7358\yadda-yadda.zip.
Check your 'Temporary Directory' setting"
A search of the hard drive turns up no file by that name.
It looks like WinZip deletes the file after creating it.
