You can buy Windows 95 (OEM discs) from eBay cheaply (usually it comes with a piece of hardware).

Why you can't install win98?
It is the same faster and better to have than win95.
Just do some beos changes and run the instalation nothing hard.

If, for whatever reason, it is a no go with Win 98, do a search for Windows 95. There are a number of places, beside eBay., listed on the right side of the Google search.
It does not mean that Win 95 will work any better than Win 98. So, why no go?

I think Windows 95 and 98 are now considered abandonware...

Windows 95 and 98 are still protected by copyright, and it's illegal to offer them for download.

Contact HP

The best thing you can do is to contact HP and ask them how to solve this issue. Your computer has a serial number so they can easily identify it and help you.

Cheers.
