Mine was a fresh copy of Netscape 7.2 with no previous version of Netscape or Mozilla profiles at all.
That's strange. I was having other problems as well as the address bar not being focused, the biggest among them was the incredibly slow browsing I experienced. I would scroll down a page (any page) with the scroll button on my mouse, and frequently the browser would just freeze. Several seconds later, the page would move down several lines all at once.
This got to be so irritating that I backed up my bookmarks and mail folders, used Profile Manager to create a new profile, and then deleted my old profile entirely. Although I had to configure all of my preferences all over again, this fixed the slow browsing problem, and as a bonus, fixed the problem with the address bar not being focused when the "New Tab" button was pushed. It now is focused every time I click "New Tab," don't ask me why.
Also, I have confirmed a clean install on a Windows NT 4.0 (no service packs installed) machine also works without the aforementioned problems. And when I uninstalled Netscape 7.1 from my Windows ME partition, deleted the folder tree under C:\WINDOWS\Application Data\Mozilla, and installed Netscape 7.2, I was first presented with the Profile Manager. I created a new profile, deleted the default one, and configured my preferences. It also doesn't have either of the problems previously mentioned.
