You must identify yourself on your network.
Did you check the values in Start / Settings / Control Panel / System / Network identification tab ? If no you must define your computer`s name and workgroup inside . Than get the network ID and that should work.

If no, post back. Good luck.

If you used Network ID, than in System /Network Identification click on Properties. What are the values inside?
In upper box the nane of your computer should be. The member should be set to workgroup and in box nearby ROLAN233 should be.

Also check at Control Panel /System /Hardware /Device Manager/Network Adapters if your network card is set up propertly.
When in Network Adapters, a list of adapters should be visible. With right mouse button click on your card and select Properties. Device should be enabled /working propertly.

Let say that you have two computers: Server (Main) and Second.
Since I do not know I will try to give you informations for both.

Server :
Let`s say that you have network card installed propertly. I posted earlier where to check if a device is working propertly.
Than go to Start /Settings /Network and Dial-up Connections. The next expanded window should show all connections : to internet, and LAN (Local area connection). Right click on it and select properties.Check if the following options are enabled: Client for Microsoft networks, File and Printer sharing and Internet protocol (TCP/IP). Than mark the Internet protocol (tcp/ip) and click on properties. A new window will pop-up. In upper area Use the following IP adress should be selected and IP adress of your computer filled inside. On lower part DNS adresses should be filled in. Click OK. Then select at the bottom an option that Icon in Taskbar will be visible ( you will know later what is going on with your network).Clck OK. In Taskbar a new icon should appear, marked over that network cable is unplugged (if no second computer running)
The next step should be configuring domain and workgroup name. When dealing with Network ID Wizard, and filling values inside a domain name should be the exact name of your computer, password field should be leaved empty, and workgroup name should be set to rolan233.
Go to Start /Settings /Control Panel /Users and Passwords. In the list of accounts should be account for second computer created if not already(The name of that account should be the exact name of second computer).

Second computer:
Network Adapter should be configured correctly (See above). In properties of Internet Protocol (TCP/IP) a DNS number and subnet mask should be added. For instance: If on serves the values are 192.168.0.1 and mask is 255.255.255.0 than on this second computer the values should be 192.168.0.2 and subnet mask the same. At the bottom should be DNS of server added: 192.168.0.1 .

How I use sharing function ?
For instance I want to have an access to folder named Ofiice on server computer. This is achieved by mapping the network drive. To do that you should open Explorer, click on Tools and select Map Network Drive. If network has been set correctly, than on list of available drives on all network also all drives/folders of server computer are visible. It is recomended that option Reconect at Log-on is enabled.
Later this "new" drive is easily accessed through Explorer /My Network Places directly.

You should know, that Windows 98 and Windows 2000 professional are two different operating systems.
Regarding your situation:
ADSL/DSL router is (it will be) just another part of your network. It is usually so, that router has its own IP adress, which than act as a "gate" from your network to internet. Also it perform a Firewall task. At the moment it only matter, that your network card is installed propertly. With Router you will receive also a software by which you can configure it. That is usually achieved through your current Browser. If you plan to add later some other computer it is recomended, that you have Cross-Over network cable and Hub.

Post back after your Router is installed / or having some problems with it.
