Problem upgrading iMac Power PC, 400 Mhz from OS 9.1 to OSX

I'm having problems upgrading my iMac from OS 9.1 to OS X Panther. When I insert the Disk 1, a message tells me to restart the computer to install, however upon doing so, the computer just loads with 9.1 without recognizing the OS X disk.

Any thoughts on what my problem is?

Did you leave Panther CD in your CD drive?

Is your iMac one of the early generation? did you upgrade your HDD in your iMac?
If I remember correctly, with early generation of iMac and/or users of those with upgraded HDD, they need to apply some changes before installing Panther. (Can't remember where I read those.)
