They'll only lose resolution if you use an app like MSPaint. If you have something like Adobe Photoshop Elements, PaintShop Pro, etc... that's a much better choice. If you have XP installed on a machine, you can use the Image Resizer powertoy.
You may be able to use IrfanView to do that, I'm not sure about that. But, if you have a very fast connection, you can download the Adobe Photoshop Elements free trial, which is good for 30 days but is a 120MB download.
