I. normally, set the Preferences|appearance|Home page, which is, actually, a home group, from the several Tabs, which I have. I tested your problem, and when I set Appearance|Blank, I get all the toolbars, but nothing in the URL line, and a totally blank page. I, always get into the mozilla homepage when I first get a version, but, I immediately check my preferences, and select home group, and never see the Mozilla pagre again.
Have you tried to change the preferences after you first saw the mozilla homepage? I have this line in about:config (type about:config in the URL box)
browser.startup.homepage_override.1. The value is set to true (and, also the Tabs are listed).
You should look for something with browser.startup. I did not check when I did switch, and, it is a pain, to try it again. Look, and, get back to use, if you can't find anything.

Are you"sharing" the profile ?
This will happen when you share -
user_pref("browser.startup.homepage_override.mstone", "rv:1.9a1");
The "rv:<number>" is the version number of the Last version that was used.
If it does not match the profile rv number of the version that is starting it redirects to the "startup.homepage_override_url".
but I could be wrong.

This is incorrect, of course. It should read Preferences|Navigator|Home Page.
I, also went back to open to "blank", and, check about:config
To blank has: browser.startup page user set Integer 0
To Home has: browser.startup page user set Integer 1
My browser.startup.homepage_override.mstone is set to 1.7.12
you should have something like I mentioned above.
