Server without Static IP?

I was wondering if it was possible to create a website/file server without a static IP?

Yes.

Name based hosting should be sufficient for most webhosting. There are a few benefits of having a static IP, but many hosting companies suggest that if you don't need it, don't but static IP.

Is there a way I can set up my own server using this method? If so what is required to do this?

Where is your own server? Your home computer?
Web hosting companies should have all the settings up, except to enable your account.

I currently am looking into building a server, but I wont until I know what I need for it to be my site and FTP server.

Building a server from your own computer and running it at your home?

Okay, then you will need to have some sort of dynamic DNS service that would point to your computer, so people can connect to it.

would I need DHCP (Dynamic Host Configuration Protocol) or would that be on my registrars side?

Unless you are running a server for internal network, such as few computers connecting to the same router/server, and needing some internal IP address.
