Skype for Mac can do Video now, finally. Well, it's currently in preview version. Skype for Mac with Video allows users to make free video calls to anyone else on Skype, regardless of their operating system.

Skype for Mac with Video requires Mac OS X 10.3.9, broadband, and a compatible webcam such as Apple iSight, Philips SPC900NC, or Logitech QuickCam Pro 400.

A quick video test with Tony in the UK, the video quality is actually good. Slightly worse than the video quality of iChat AV's video chat.
