Sorry you are having such problems. On the Norton AV issue... it may be a little late but, while looking through the Symantec Knowledge base, I found the following article with information on configuring the Windows Firewall to work with Norton Antivirus:

Configuring your firewall for use with Norton AntiVirus 2004 or 2005
Windows XP Internet Connection Firewall (ICF) or Windows Firewall
Following are the general steps to configure ICF or Windows Firewall.
Windows and Norton Internet Security and Norton Personal Firewall
If you have upgraded to Windows XP Service Pack 2, you will have Windows Firewall. If you also have Norton 2005 programs or the latest Norton 2004 program updates, and you choose to let Norton AntiVirus protect your computer, then Norton AntiVirus will be automatically configured to work with the firewall.
This is basic configuration information. For more detailed information, consult your user's manual or contact Microsoft technical support.
ICF
Follow these steps to manually configure ICF to run with Norton AntiVirus.
To configure ICF
1. Click Start > Control Panel.
2. Double-click Network Connections.
3. Right-click your Internet connection, choose Properties.
4. On the tabs, click Advanced.
5. Click Settings.
6. Ensure that the following entries are selected, and then click OK.
* FTP Server
* Internet Mail Server (SMTP)
* Post-Office Protocol Version 3 (POP3)
* Secure Web Server (HTTPS)
* Web Server (HTTP)

7. Restart the computer.
Windows Firewall
Follow these steps to manually configure Windows Firewall to run with Norton AntiVirus.
To configure Windows Firewall
1. Click Start > Control Panel.
2. Double-click Windows Firewall.
3. Click Add Program.
4. Click LiveUpdate-Norton AntiVirus.

On disabling Norton Antivirus:
I no longer have Norton Internet Security 2004 installed (it included Norton Antivirus). I never did have either the incoming OR outgoing e-mail scans enabled. ALL I was using was the Autooprotect feature (I even had script-blocking turned off and was using Symantec's noscript,exe instead). According to my notes, even after disabling all possible features, some Norton processes were still active:
07-27-2004 Disabled NIS/NAV completely from within NIS/NAV options, including the option to start when Windows starts and the System Tray icons, then rebooted. NAVapsvc.exe no longer running but other NIS processes were: CCAPP.exe CCevtmgr.exe CCsetmgr.exe CCproxy.exe all in C:\Program Files\common files\Symantec Shared
So, It may not be possible to turn Norton AV completely off, but you CAN disable all the features from within Norton Antivirus (incoming and outgoing email scan, the script-blocking, and Autoprotect from what I remember). The Autoprotect feature can be left on within the program options, if you wish, and then disabled temporarily, from the NAV system tray icon (that would be my choice) to test Netscape mail-sending.
