unable to change priority

In Task Manager when I right click on smssmtp.exe( its a service for symantec mail security gateway) processes I cannot change the
priority . When I try to set the priority I get an 'Unable to
change priority, the operation could not be completed, access denied'
error. its install on windows 2000 server

What is preventing me from changing the priority?
