The MozDev group were right ... Netscape 7.2 is obsolete now, and contains security holes that will never be fixed.
Having said that, those security holes have been resolved, but not in Netscape. My advice to you would be to
download and install SeaMonkey. Like Netscape 7.x, it's based upon the Mozilla App-Suite, but is much more
up-to-date than both of those products. While Mozilla Firefox is an excellent internet browser that is also
up-to-date, it is only a browser, while SeaMonkey is a fully fledged internet application suite.
I noticed you are currently using Netscape 8.1. Although that is currently the latest version of any Netscape
branded internet browser, it is built upon a fairly old copy of the Mozilla Firefox codebase, with too much
additional, needless bloat added. And since it's based upon old Firefox code, it also has a few security
issues that have since been resolved within the codebase of Firefox and the SeaMonkey suite.
My advice to you would be ditch Netscape altogether, as it seems unlikely that a newer version is to be
released anytime soon, if at all. Your best bet, if you want a extremely close to identical experience to
what you've had with Netscape 7.x, would be to switch to the SeaMonkey suite, and then install
the Netscape Toolbar (direct from Netscape's FTP server) on to that.
I'll add to this message shortly with links to get SeaMonkey and the Netscape Toolbar.

Update Edit 1:
Don_HH2K has beat me to it with reference to SeaMonkey, and a link to download it.

Update Edit 2:
To get the Netscape Toolbar installed and working with SeaMonkey . . .
Your original problem about buttons missing from the Netscape Toolbar was, as far as I could tell, due to an extra
component called JSLib. This provides bits of JavaScript that the Netscape Toolbar requires to work correctly.
This component can be installed direct from Netscape FTP server
here. Once that's been installed, you can then
click
here to install the actual Netscape Toolbar itself. Again, this is coming direct from Netscape's FTP server.

Update Edit 3:
Here's a screengrab of my SeaMonkey with the Netscape Toolbar (plus a few other extensions) installed . . .

UserAgent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.0.4) Gecko/20060516 SeaMonkey/1.0.2
SeaMonkey = Swiss Army Knife: It's versatile, reliable, and contains useful tools.
Windows Internet Explorer = Old Swiss Cheese: Full of holes, and it stinks!
