What did you mess up, and how? I would try to download the program as the last resort, unless you managed to mess up the profile. Since your profile is separate from the program, your data should be available.
Aside for the fact that Netscape 7.2 has not been supported for years, I agree that the link gives me a "too much time" message. If this is what you get, then we can look at some alternate way, like using Mozilla Thunderbird for your mail. But, please, let us know how you got your problem.

I already deleted the program. I know I can go to other mail programs such as gmail or thunderbird but I got used to netscape. so I would rather reinstall it if possible before I go to the alterative

Deleting the program is not a good idea, because you are left with parts of the program which located in other folders, plus the registry. I mean delete, not uninstall from the add/remove. I am not sure if you would have difficulties trying reinstall.
FYI, I was able to download NS7.2 from This link.
Make sure that you scroll down NS7.2 Suite, and select the Window version. I installed NS7.2, with no problem, but I will not keep it, as it is very insecure. For instance, I cannot use some plugins, like Java, which have been found to be insecure, long ago. The program is installed in : "C:\Program Files\Netscape\Netscape". The GRE folder is in: C:\Program Files\Common Files\mozilla.org\GRE\1.4f_2003062408.
Take a look at this other link from 2004.

If you like Netscape 7.2, you should look at SeaMonkey Suite, of which N7.2 was but a mere re-packaging (pacem Jay Garcia).

If you succeed in getting back up on Netscape, you might find that you can move everything to SeaMonkey. Fulvio is correct, N7.2w has not been supported for security in years and needs to go away.

I also loved Netscape but using it with my business I found out that you will hit a wall when you exceed the limit for email. I cant remember what it was but I was keeping records for over 12 months on Netscape. One day it just gave up....

Larry,
what kind of limit? Size of the Inbox? Yes, there is a point when too much mail is too much, but I have never gotten anywhere near that point, and I have saved mail back to 2004. Of course, if you save every bit of mail, you will run into problems, as well as when you delete mail, but do not, regularly, compact folders.
To make things more accessible, I set up special subfolders were I move mail about a certain subject, or sender, and that will not count toward the size of the Inbox, if folders are compacted. It takes a bit of work, but it saves a lot of headaches if you try to retrieve mail.

I cant remember the limit, it was about 5-6 years ago when I switched to Sea Monkey.

Maybe some else has the answer but I know that was the reason I had to get rid of Netscape.

I don't think that there is any difference between the old Netscape and Seamonkey. The fact remains that each person who had problem, had one or more of the following situations.
1. Did not compact folders, on a regular basis, thus keeping deleted mail in the background. I remember a friend who had only three e-mails in the Inbox, but the size of the Inbox was increasing continuously, and he had gone past 17MB. I asked him if he compacted his folders, and had never done that. His Inbox went down to about 100Kb,after compacting.
2. People who save everything can get up there in a hurry, if everything remains in the Inbox file. Take a look at this reference, as an extreme case.
I said in my previous post that I don't keep everything in the Inbox, rarely getting over 10 MB.
The header (.msf file) could not handle the situation if the Inbox file exceeded 100-200 MB. Not sure at which point, but way up there.
