I just downloaded Opera 7.23 and I see that there is alittle Free Personal Horoscope Ad dancing across my screen, how do I get rid of it?

Opera is a commercial product, and the way to eliminate these ads is to pay the license fee for the software. Discounts are available to students and volume licenses.

It's $29.25 US right now. When I got a license last Fall it was $39.00. I want my money back!

If that ad is moving across your screen, that has nothing to do with Opera. It is new technology that some web sites are using to display advertisements.

The only Opera-related ads you will see are in the ad-banner located at the upper right corner of the browser screen on the same line as the main toolbar. If someone purchases a license from Opera, the registration removes the ad-banner.

Ads which appear inside the ad-banner are served by a different company.

Unfortunately, yes, such ads are very annoying. The Flash ads where that information sometimes blinks/flashes, are the worst, in my opinion.

Then I close the Window.

Yes but you still have to reload the page most of the time to get that ad off.

The ads you see on web pages are randomly generated. Refreshing the same page will, in all probablility, display a different ad in the same place.
