I have had this problem a number of times when testing out new install configuration files for Netscape 7.02 and 7.1. I have still yet to figure out what I'm doing to cause this problem to occur.
However, once this message does occur, I am not able to install ANY previously good Netscape installs that had installed successfullywith no problems. The problem eventually "goes away", but I know what needs to be done to get the problem to go away.
My guess is that the install is either setting something in the registry or setting a flag in some file somewhere on my PC. When I attempt to do a re-install, I make sure to uninstall the previous version plus the Mozilla, install folder and any files in the temp folder. I do not remove anything from the registry.
I am doing this install on a PC with Microsoft XP SP1 and when the install does work, the log file indicates that "All components have been found locally. No components will be downloaded."
