According to Apple Discussion, removing MS06-015 allows Quicktime 7.1 to be installed.
To install QuickTime, there are ways:
Removing MS06-015 (KB908531) made it possible to install QuickTime 7.1, which in turn fixed iTunes.
OR
use QuickTime 7.0.4 (*) to work with Windows XP/Server 2003 x64 version.

(*) Yes, it's fine not to use the latest version of the software. We are well aware a huge number of open-source extremists cannot live without latest version of software of patches they can get hold of.
