Apple has updated Mac mini line. Mac mini has also gotten a speed bump, from 1.5GHz Intel Core Solo and 1.66GHz Intel Core Duo processors to 1.66GHz and 1.83GHz Intel Core Duo processors, respectively. Price remains the same, as do all the other specs.

1.66GHz Mac mini (MA607LL/A)
1.66GHz Intel Core Duo
512MB of 667MHz DDR2 SDRAM (PC2-5300), supports up to 2GB
60GB 5400-rpm Serial ATA
Slot-loading Combo drive (DVD-ROM/CD-RW)

Why are they still using the original Core Duo processors in the Mac mini?

Probably because they're cheaper, and this is a Mac Mini.

I think a 1.66GHz Core Duo for $599 counts as both cheap *and* powerful.

I'd predict the iMac and MacBook Pro would use the Core 2 Duo, while the cheaper MacBook and Mac Mini will use the older regular Core Duo. The older Core Duo is cheaper and there are more of them around, Core 2 production is still pretty limited.
