motherboard installation

I have a dell xps 400 and had to install a new mother board i install new memory cards also . when i try to boot up i get a screen that say hit f1 key to continue ao f2 for set up if i hit f1 it boots up with no problem

You'll have to be much, much, much more detailed with your postings in order for people to help you with problems like this.
It sounds like the motherboard installation went quite smoothly for you. If you look in whatever documentation Dell included with your PC and/or motherboard you can find out what this error means. It may also just plainly state it on the screen as it says 'hit f1 to continue'.
Again, we need much, much more detail in order to get into a more detailed analysis. Listing your complete and detailed PC specifications, and perhaps taking some photographs of your monitor as these errors messages show up on screen would be very helpful.

Is there any text associated with the "Press F1" message?
Just a stab in the dark - I have no experience with Dells, nor with component replacements.
Did you change the amount of memory installed?
What does pressing F2 do? Have you ever done it? Is that the way to get to BIOS settings?
Carefully review your BIOS parameters settings. It is possible that there is an option having something to do with:
- Power On Password validation
- memory diagnostics at POST
- some other Boot-time testing or configuration confirmation
Could it be that you are required to do a 'first-time' Set-Up validation, after which this interruption does not occur?
