Netscape is owned by AOL, and, AOL has been phasing out everything Netscape. This is a well established fact, reading this and other newsgroups, although never publicly stated.
AOL came out with Netscape8.x, which is a browser only, intentionally, to parallel the browser only Firefox and Internet Explorer, and the dual ability of Firefox/IE modes are the highlights of Netscape8.x. Netscape8.1 is quite buggy, and, with no development aboard (at AOL), there is no good reason why it will be updated. As for mail, the accepted companion to NS8.1 has been Mozilla
Thunderbird.
Since even Netscape Webmail (@netscape.net), there is no reason to believe that there will be another Suite. For people who prefer a Suite over a split browser/mail, there is
the Seamonkey project.
But, as far a Netscape goes, it is gone.
