low price PDF editing tool

Hello all,

Does anyone know a good (legit) authoring and editing program for PDF files on Windows platform? Preferable a cheap one under US$100.

The program should allow PDF page rotating and some text adding and removing etc, not just converting another file format (say Word).

(not for me, but a friend asks for one)

Check out Foxit. It's much cheaper than Adobe Acrobat.

I haven't tried these, but they're cheap. My preferred method is to convert the PDF, edit it using either Word or OpenOffice, then convert it back to PDF. A bit clumsy, but there are LOTS of free tools to do this, and I don't particularly like most of the PDF editor interfaces.

Or you can just Google "Free PDF Editor" and go to town on it.
