I would be wary of downloading something like that while it's still in beta. Service pack RC's are one thing, but the APIs to run other softwares are another. I don't want to wake up some day and find out that I can't run something anymore.

Just because I do such odd things, I'll download the package containing the core files, but will probably skip the SDK, since it's around 225MB in size... Unless, of course, I decide to start building apps, but I doubt that will ever happen.

That is the latest version. It wouldn't run on your version of Windows 98 anyway. Windows 2000 or better is required.

According to MS, apps developed with .NET Framework are more reliable and secure.

I don't think .NET framework is anymore stabler than any other MS apps

That would be Windows in general, not .NET Framework. Kind of defeats the purpose if you want my opinion.
