Short Answer:

Debugger: NO
Personal Security Manager: YES

Long Answer:

The debugger is used by web developers to debug Javascript, as is the DOM (Document Object Model) Inspector. If you aren't a web developer, you can forget these. On the other hand, you do need the Personal Security Manager (PSM). If you don't have the PSM, that you cannot access URLs that begin with 'https' or do other things that need SSL (Secure Socket Layer). Does this two addons weigh Mozilla down? I'm inclined to say no. I've found Mozilla runs well with just Navigator, PSM, and that feedback thingy installed as would with the whole package installed. (I'm running Mozilla from the ZIP file, BTW.)
