To fix this problem, I performed the following:
Start Registry Editor (Start, Run and type in regedit then click)
Find "UpperFilters" and "LowerFilters" (and "UpperFilters.bak" "LowerFilters.bak", if they exist) value under the following key in the registry, and delete it:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
Quit Registry Editor.
Reboot.
A mild clarification for the above instructions which worked FANTASTICALLY !!! (thx Erdico !!...I was lucky and did't have to search much to find this...a friend sent it to me.)
after running regedit you will keep clicking on the folders shown in the path above until you get to the two files "UpperFilters.bak" and "LowerFilters.bak" . Then you will right click over each one and click on Delete. then quit and restart the computer. Amazing how it fixed the problem so easily...thx again, I was almost going to go out to buy a USB DVD drive !
