According to Windows Vista license terms Image published by Microsoft, and reported by AppleInsider. Under the section of "Microsoft Windows Vista Home Basic" and "Microsoft Windows Vista Home Premium" (both page 11 of the PDF file), it says
USE WITH VIRTUALIZATION TECHNOLOGIES. You may not use the software installed on the licensed device within a virtual (or otherwise emulated) hardware system.



However, in page 13, which is under "Microsoft Windows Vista Ultimate".
6. USE WITH VIRTUALIZATION TECHNOLOGIES. You may use the software installed on the licensed device within a virtual (or otherwise emulated) hardware system on the licensed device. If you do so, you may not play or access content or use applications protected by any Microsoft digital, information or enterprise rights management technology or other Microsoft rights management services or use BitLocker. We advise against playing or accessing content or using applications protected by other digital, information or enterprise rights management technology or other rights management services or using full volume disk drive encryption.


Microsoft allows users to run Vista Ultimate under virtualization environment, but not Vista Home Basic or Home Premiere.

As [sdt=11996]reported earlier[/sdt], Windows Vista will be very expensive, at US$ 399, the cheaper alternatives of Vista does not allow to be installed under virtualization environment according to the license.

I doubt it'll be very long after the release of Vista Home until someone "fixes" this.

I just found the License Terms for Windows Vista Business.

The interested bit:
Use with Virtualization Technologies. You may use the software installed on the
licensed device within a virtual (or otherwise emulated) hardware system. If you do so,

information or enterprise rights management technology or other Microsoft rights

In other words, I can use Windows Vista under a virtualisation environment. I am not going to waste money on Vista Ultimate if I want to run it under Parallels.

A late news.

In January 2008, Microsoft has changed its licensing terms allowing Vista Home Basic and Home Premium to be running as guest operating systems on a virtual machine. In plain words, users can run Vista Home Basic and Vista Home Premium on a virtual environment such as Parallels Desktop.

Under Microsoft Windows Vista Home Basic Service Pack 1 and Microsoft Windows Vista Home Premium Service Pack 1:
4. USE WITH VIRTUALIZATION TECHNOLOGIES. Instead of using the software directly on the licensed device, you may install and use the software within only one virtual (or otherwise emulated) hardware system on the licensed device. When used in a virtualized environment, content protected by digital rights management technology, BitLocker or any full volume disk drive encryption technology may not be as secure as protected content not in a virtualized environment. You should comply with all domestic and international laws that apply to such protected content.

So, it looks like I have violated the terms by purchasing Windows Vista Home Premium and installing in under Microsoft Virtual PC.

there was never any technical means to prevent you from using those editions in a virtual machine in the first place, just a clause in the license.

the whole thing was unenforceable anyway, just like the 'can't transfer an oem license to another pc' type nonsense.

Macworlk UK reports that Microsoft relaxed the restrictions on virtualization due to a complaint filed with antitrust regulators. Vista virtualization rules relaxed to quash antitrust probes (Macworld UK)

In January 2008, Microsoft needed only to modify the EULA to implement the changes; there had never been a technical barrier to virtualising either version of Windows.
